Executive Summary
The European Shippers Council welcomes the 4th Railway Package published by the Commission on 30 January 2013. This proposal is in line with the 2011 Transport White Paper and the recently published Single Market Act II that intend to create a single European railway area by eliminating outstanding obstacles. Revision of the Directive 96/53/EC on Weights & Dimensions

I. Background
On the 22nd of December 2011 the European Commission (the Commission) launched a public consultation (with a reply deadline of the 27th of February 2012) regarding the revision of the Directive 96/53/EC on Weights & Dimensions (the Directive).
The Directive regulates the weights and dimensions of heavy-duty vehicles operating as international and national transport within the EU. This Directive aims to enable fair competition between hauliers by ensuring transport operations may not be refused between two Member States on the basis of the dimensions of the vehicle used.
