Full membership of ESC is open to national organisations representing national transport user organisations/shippers' councils. They may be organized in a variety of ways. All ESC members have close links to chambers of commerce or industrial federations, some are fully or in part financed by such organisations.
 Corporate membership and direct involvement in the ESC is open to all European companies through these national organisations. Where no such organisation exists which is a member of the ESC special arrangements have been made for companies to become ESC corporate members. This gives them direct access to information from the ESC and entitles them to participate in certain ESC activites.
