To Members of national expert group on guidelines for securing cargo

Dear Sir or Madam,

Further to our letter of 9 February to Commission Vice-President de Palacio, of which a copy was distributed to you, ESC would like to address you again regarding the issue of cargo securing. ESC has welcomed the Commission initiative to formulate Best Practice Guidelines for Securing Cargo transported within the Union, since regulations within Europe covering the securing of loads in road transportation are not harmonised. Developing and disseminating best practice of securing loads correctly on lorries can contribute to increased road safety, fewer damaged loads and unnecessary costs.

It has come to our attention that the International Road Transport Union has proposed a text for the best practice guidelines on securing cargo, stating its support for the development of harmonised European guidelines on load securing. The IRU recognises that the method based on the EN standard 12 195-1 scientifically offers the highest level of load securing for road transport operations but considers the load securing method conforming to IMO/ILO/UNECE guidelines as a minimum but sufficient level of security.

We would like to inform you that the European Shippers’ Council, representing the users of road transport services, fully supports this position. Thank you for the attention you may give to our views.
